No: If your fev1 is 83% predicted, it is in the normal range when compared to the rest of the population. However, some people have more than 100% predicted to begin with in which case, 83% may be lower. Only way of knowing your true normal value is to repeat the test after 2-4 puffs of albuterol and also repeating the test on different days. You cannot improve your true normal fev1.
