Has someone talked: To her parents yet? If someone has spoken to her parents and they were not responsive - sharing your concerns with another responsible adult can sometimes help. For instance, let your school nurse or counselor know. Tell a responsible adult asap if she feels suicidal.

Social service: If she is danger to herself or others, she should be taken to ed for immediate psych evaluation but if not in danger, then you can call social service to have counseling and further help.

Needs treatment: Your friend needs treatment. Severe depression should not be ignored. Have you advised her to speak to her medical doctor and/or her school counselor. Another potential source of help is her minister. But why do you think talking to her parents won't help? Has that been tried? There are also clinics in most places. Many have sliding scales. If she is suicidal there are hotlines and if needed 911.
