Abdominal Obesity: Walking is the best exercise that doesn't cause so much tension in abdomen and isn't in conflict with prior surgeries for "hernia". If we don't park close to enterance of any place that we go and just walk 15 minutes towards the place and return 15 minutes until we reach our car, we are doing 30 minutes exercise each time that we move our car! obviously, we can extend the amout of walk gradually.

Diet and exercise: Only treatment that works is diet and exercise. Eat less then you burn off. 3500 calories to the pound. Will reduce your risk of diabetes, high bp, heart disease, cholesterol, infertility, etc. Otherwise the only effective method is liposuction. Your body will determine from where to lose the fat, you can't direct it to decrease a certain location.

Umbilical hernia: Do cardiovascular exercises like the elliptical machine, stationary bike, or treadmill. Doing cardio burns fat and helps you lose weight all over your body. Abdominal exercise would help even more, but with your history I would limit how much strain you put on your abdominal wall.

Nothing specific : Eating fewer calories is probably he best way to lose belly fat. Especially carbohydrates. If you couple this with any exercise, you should lose weight, and the bet fat will eventual go down. Hope this helps!
