Result not cause: Progesterone comes from the corpus luteum that is left in the ovary after ovulation. While the egg develops in the first two weeks of the cycle the follicle makes estrogen. Just before ovulation the follicle makes much larger amounts of progesterone. Low Progesterone levels indicate a corpus luteum that is not working well, either from an ovarian or pituitary problem.

Vice versa: Progesterone is the hormone produced in the second half of the cycle, and is the hormone responsible for preparing the lining of the uterus for implantation and pregnancy. Progesterone is produced after ovulation and as a result of ovulation. Progesterone levels are reflective of the quality of ovulation.
