Could be serious: Red dots can be a description of petechiae. Petechiae are pinpoint sized, reddish-purple spots that occur in the skin in response to capillary bleeds due to low platelets or to serious infections. Petechiae are not raised, but are always flat. Red dots that are raised could be folliculitis due to contact irritant. I would recommend seeing a pediatrician to evaluate the rash.
