Possible infection: Normally, a small cut will heal on its own with good skin care. Since it has been 3 weeks, things should be better by now. If you have other medical problems (ie. Diabetes), it may complicate proper healing. There is a chance your finger may have a small infection needing antibiotics to complete the healing process.
