Adult: Cosmetic surgery involves trade offs and potential risks. I believe you need to be mature to access these risks before you can have surgery. I would only do this surgery on adults with stable weight.

Any age: In rare instances a tummy tuck like operation is needed at birth for conditions known as gastroschesis. However, I assume you are referring to a traditional tummy tuck which is usually deferred until completion of child bearing and or achieving a stable weight following massive weight loss. It can be done at nearly any age if the individual is in otherwise good health.
