Common: It is not uncommon. It can be a mild form of fluorosis which is a slight excess of Fluoride while the teeth were forming. Another cause is hypocalcification which occurs due to a lack of the proper calcium while the teeth were forming. The appearance of white specks, spots or streaks is termed mottling. It's more of a cosmetic issue and usually not a issue involving the health of the tooth.

Fluorosis: Where you were brought up the water supply had possibly more than 1part per million of Fluoride that caused mottled enamel during the formation of your teeth. Toothpaste 40 years ago was not the cause.Microabrasion and composite restoration could help.

Refraction: Possibly from fluorosis, although municipal water supplies in areas where ther's too much Fluoride usually reduce Fluoride content to safe effective levels. Most probably because the enamel rods in your enamel are somewhat convoluted rather than being perfectly straight. This causes light to be refracted differently and gives appearance of white spots. See your dentist for rx.
