Petroleum jelly: Forehead is an odd place but it could be eczema but i would see your pediatrician. In general, any good moisturizer would work but petroleum jelly (vaseline) and aquophor are very good at trapping moisture and improving the eczema. You can also use steroid creams but would consult with your pediatrician first.

Dry skin in infant: You can apply a moisturizer such as petroleum jelly, Aquaphor, baby lotion, A&D ointment, or even diaper rash ointment like Desitin (zinc oxide diaper cream).
