Yes it is low: The optimal level of vitamin d in blood is 40 or more. There is a lot of variability in the vitamin d receptor genetically. So there is a wide range of vitamin d3 supplements that people need to reach that level. If you live in south of richmond virginia, try to spend 20 minutes in sunlight daily(without sunscreen). If farther north, need to rely more on supplements.
