Avoid cold exposure.: Chilblains is aggravated by cold exposure and then rapid rewarming. Once it starts a may take a week to resolve. There are treatments for it such as vasodilators like Nifedipine (procardia) used for high blood pressure. It opens up the arteries to increase blood flow and can help alleviate the vasospasm involved in chilblains. Heparanoid or hirudoid cream can also be applied to the toes.

Yes: Other than trying to keep the toes/fingers war there are medications that vasodilate your blood vessels. Oral medications like nifedipine or Diltiazem have been used. Topical cremes may help. You should get evaluated by a rheumatologist to make sure you have chillblains and not raynaud's DX as well as exclude an underlying cause.
