Does florinef (fludrocortisone) increase actual blood volume? so the circulating blood in the body? my gp said it didn't and only increases fluid retention?

Yes: Florinef (fludrocortisone) increases sodium reabsorption, thereby increasing water reabsorption leading to more fluid volume. Overdosing of this medication can lead to water retention so both of you are right.
