Increasing blood volume with florinef (fludrocortisone) will it dilute blood and cause less red blood cells as more liquid so less oxygen to organ per beat?

Basically no: Blood volume will increase only slightly if you dose with fludrocortisone, and hematocrit will decrease minimally and is likely to correct to normal in a few days. This is an extremely dangerous medicine unless you know exactly what you are doing.
