A tuck won't help: A ventral hernia is a weakening of the abdominal wall and separation of the strong layer called fascia which allows the abdominal contents to extrude. It requires surgical repair. They often occur in the place of old abdominal incisions. In the process of repair the contents are placed back into the abdomen and the defect closed, often with a strong mesh patch. This is a tummy tuck in a way.

Herniorrhaphy: A hernia repair is recommended and not a tummy tuck. To minimize recurrence of the hernia following repair, additional materials such as a mesh reinforcement may be recommended as well.
