Either: This is either from a traumatic injury or you have a food particle (like poppy seed, raspberry seed, etc) caught under the gum between those 2 teeth. If food, try floss then rinse with colgate peroxyl rinse. Swelling should go down within 24 hours, otherwise see your dentist to x-ray and evaluate.

Swelling: Swelling below the tooth/gum junction indicates local trauma and/or gum infection. Swelling deep down, at the ends of the roots, indicate gum abscess. Those are just a few of the dozens of things that can cause swelling. If tooth feels loose indicates that problem is more severe. Please see your Dentist immediately to determine the cause of the swelling and the appropriate treatment. Don't wait.
