Maybe a lipoma: You may have what is called a lipoma. This is a fancy name for a little bundle of fat under the skin. Lipomas are totally benign. However, you should go see your dermatologist to get an exact diagnosis. I'm not happy that you describe it as "no movement". Just get it checked to be sure.
