Leave it: Unless your friend is deemed incompetent she has the right to refuse any medical treatment. If you observe her to lose consciousness then you can call an ambulance on the assumption that a reasonable person would wish treatment under those circumstances. If she were to regain consciousness she could continue to refuse treatment however. You should encourage her to seek treatment.
