Unlikely: There are many things that can cause difficult labor, and many infants born during difficult labor and delivery who do not have cerebral palsy.

Maybe,maybe not : Data shows more than half of all CP patients had a normal pregnancy, labor and delivery and normal neonatal scores (APGAR). There were things going on if you had a low FHR that suggest poor cord or placental function during labor.
