Very tough diagnosis: Sometimes MRI of the brain or spinal fluid studies are helpful. Blood tests are seldom helpful. Neurocognitive testing can be helpful, but obviously this is time consuming and expensive. There isn't an easy and reliable test for this diagnosis.

Clinical assessment: Clinical assessment is most important. Mri and spinal fluid examination may be of value, but of course it is critical to assure that it is related to infection or thyroid disease.
