I'm worried because my face (or my cheek) became really itchy than small lumps started to form but they were not visible is this hay fever, what do you suggest?

Not hay fever: hay fever is the lay name for allergic inflammation of the nasal mucosal lining "allergic rhinitis", what you had could be just local irritation due to any cause and the small lumps appeared after scratching the area

More details?: You did not mention how long these bumps have been present or whether you flush easily. Hay fever is not expected to cause facial bumps but if your cheeks are usually red, you may have a condition known as rosacea. A contact allergy to facial products may be another potential cause. See dermatologist
