Pearly penile papule: Most common around the corona of the penis are pearly penile papules. They are common and harmless and are not contagious, nor do they require any treatment whatsoever. Obviously, i cannot diagnose you without a proper examination but this may be what you describe.

Yeast?: Cannot be sure in 150 characters over internet. Could be candida (sorry, but think like "diaper rash") and need an antifungal cream. Because of redness & location, should see your dr for examination and accurate diagnosis with proper treatment, even if not std. Good luck!
