Could be allergies: Asthma and allergies often go together, and there are now allergy medicines which are safe in young children and toddlers. Treating allergies will not cure asthma, but may make attacks less frequent. A full examination by her regular doctor can determine if allergies are the cause, and the best treatments for her to control and prevent her runny nose.

Yes: She probably has allergies, or frequently recurring colds. You should have her checked if she really has allergies by doing skin test or blood test. If she does, you can probably start doing some environmental cleaning of allergen, and treatments like nasal spray or oral antihistamine. Your pediatrician or an allergist can probably help you.
