No but recommended: Fluoride works by adsorption, i.e., staying on the surface exchanging ion (in the enamel, Fluoride ion was exchanged for the hydroxyl ion, occurred as loss during enamel demineralization in low ph environment such as acidic environment). It should be available on the tooth surface for at least 1/2 hour. Thus, Fluoride is more effective concerning anti-caries with home Fluoride tray delivery.

Best: Best thing available to strengthen tooth enamel is fluoride, hands down. Over 60 years and thousands of well refereed scientific articles later, nothing is as safe, effective, inexpensive, and easily delivered as fluoride.
