If in doubt, the laser technician can do a small area - wait about 6 months and see the result. Unfortunately, people who have a propensity of developing keloids will frequently do it in another site . Its a chance you might not want to take.

Tattoo will keloid: If you are contemplating a tattoo and you form keloids then you may end up with the tattoo forming a keloid. Ask the tattoo artist if he/she has worked with this before. A small test area and wait to see for 6-12 months. It may be a better way to not do this at all and decorate with jewelry. If it is a hypertrophic scar formation that is different.
