Probably not: If you tattoo is several years old already and you do not have a keloid as yet then no. If however you are now developing bumps in the tattoo especially the reds that are firm nodules you my be creating granulomas in the skin which is an immune reaction if so see a dermatologist

Unlikely: If you have a tendency to develop keloids in other parts of your body, then the trauma of tatooing could induce them in certain parts of your body. But if the tattoo is old, well healed and quiescent, then this is unlikely.
