Osteoarthritis: Unlikely. Severe osteoarthritis of the neck may cause spinal stenosis or narrowing of the spinal canal. Symptoms may include numbness/weakness/shooting pain down the arms. Need further workup for the dizziness/lightheadedness.

Yes it can: If your arthritis is in the upper segments of the spine it could cause dizziness and a sense of light headed ness however it is also very important to rule out any problems within the brain or middle ear that can cause the same symptoms.
