In a urine test i had a reading of : plus 3 abnormal ketones and plus 1 protein. but had a negative reading for glucose, is this a sign of diabetes?

Ketonuria: There are many reasons for ketonuria, or ketones in the urine, which include not eating carbohydrates, or not eating at all, alcohol consumption, hyperthyroidism or type i diabetes. When ketones are seen in the urine with diabetes, you should also see glucose.
