Twin: Possible but not likely as ultrsound is pretty good at finding this info.

So I went for a ultrasound the other day and was told it was a twin pregnancy but there were two Saks but only one baby developed I'd like to know if the other will develop or not or if the other twin could be hiding??
Can a pregnancy ultrasound miss a twin? I had an early (8 weeks) ultrasound and the doctor said she couldn't rule out twins at this point. Could another baby really be "hiding"? Only one heartbeat detected, so i don't know what to expect.
With twin pregnancy is it okay for one baby to move during ultrasound and the other not to at 11 weeks? Both had strong heart beats (164 & 165) and measuring ahead. Tech wasnt concerned?
I'm perfectly sure i'm 4w2d pregnant ( gestational age ) . My hCG level is 690 . Is it too high ? Could it be twin pregnancy ?
