Maybe it's Cataracts: I am so sorry for your friend's trouble. Steroids have been implicated in the production of cataracts--which definitely can be a contributing factor for blindness and might lend itself to surgical relief. Glaucoma (or increased eye pressure) would also be of concern. Schedule an appt. With an ophthalmologist at the closest medical university as soon as possible to discern if surgery is an option.

Eye inflammation: Has many possible causes and is can be really variable in how severe it is. Steroid eye drops are often used to treat this. In the short term, steroids are effective in reducing inflammation. However if the eye is severely affected, then the drops may not help and the patient can lose vision as a result. It's unlikely that the steroid drops caused the blindness.
