Short: If i were to see a patient that short in my practice for the first time i would do a thorough history and physical and order bone maturity studies and other tests to look for a reason for short stature.This is far too short to call normal.

NO: This 18y/o should had been under the care of a specialist(endocrinologist) long time ago. Among some of the conditions to consider are achondroplasia (dwarfism), genetic disorders, family history, short stature.
