Nerve compression : Those symptoms are consistent with a disc compressing the nerve root as it exits the spine and goes into the arm. This can be caused by the disc at that level bulging or herniating and putting pressure on the nerve root. By flexing your neck you move just enough to take the pressure off the nerve root. For many people therapy can be helpful in providing relief but choose qualified provider.

Pinched nerve: It sounds like it is a mechanically involved pinched nerve in the neck. Proper evaluation would include being seen, examined for neurological problems, and tested with a cervical spine mri.
