Do vegetarians have a low chance of getting gallstones and if so is it just because they don't eat meat ?

Yes and yes: Vegetarians can still form gallstones but have less than half the risk of non-vegetarians. Since the defining characteristic of a vegetarian is they don't eat meat it's hard to think of other reasons for the diff. (but could also be more veggies). Gallstones are made mostly of cholesterol. Some vegetarians eat a lot of chol. In dairy ; eggs so a vegan diet reduces risk of gallstones even further.
