Need more info: Could be a number of things. Is it on top of or on skin surface, or under skin. Could be a benign fibroma or cyst but need examination and biopsy result to make a diagnosis.

A few ideas: Plantar fibromatosis, ganglionic cyst, fibroma, lipoma are soft tissue masses encounted in the bottom of the foot.
