Yes: If your muscle(s)are " sore" after exercise or an activity that u haven't done in a while, rest, ice etc is appropriate .Stretching would aggravate the muscle that is irritated acutely. However, if u continue to exercise and notice that a certain muscle group ( hamstrings, for example) continues to be " sore"; than stretching before( and after) u exercise can be very helpful.
