What is your goal?: To build muscle mass - go higher weight with lower reps. To tone - go higher reps with less weight.

Strength or tone: Depends upon your purpose for lifting. Do you want more tone- more reps, lighter weight...Greater size and strength- heavier weight, less reps. If in doubt, i would talk to a personal trainer or someone at a health club who is experienced in coaching lifting.

Muscle mass: If your goal is to increase muscle mass. slow reps with increased weight is the way to go!
