Not necessarily: It really comes down to the specific cause of your symptoms.  Numbness in the arms is usually either from a pinched nerve in the neck, a peripheral nerve entrapment syndrome such as carpal tunnel syndrome, or a neurological condition such as a neuropathy. A detailed exam and appropriate studies can usually determine the cause.  Consider being seen.

Nerve injury: This is the distribution for the ulnar nerve (4th and 5th fingers) and some of the radial (top of hand). You may want to see a neurologist or hand surgeon for guidance.

Contact surgeon: If you were numb before surgery it will take few months to improve. If you were not, contact the surgeon as local anesthetic should be gone by now.

i had a carpal tunnel surgery a few years ago. for monthsnow, i have been waking up to both my hands being completely numb. the numbness is in my ring finger, pinkyfinger and palm. what should i do?

Ulnar Nerve Pressure: The hand iscontrolled by 2 nerves, the median and ulnar nerves.  Pressure on the median nerve causes carpal tunnel and you had srugery for that.  The ulnar nerve controls the small and ring fingers and can be compressed at the elbow or the wrist. Capal tunnel surgery will not help with ulnar nerve compression.  I would suggest a repeat visit to your surgeon to discuss.

Degenerative neck: If you are only 29 years old and have problems with your neck already, I would try to avoid surgery if you can. There are too many levels of involvement in your neck. Try acupuncture, gentle physical therapy to learn to support your neck better. Give it at least 2 months of weekly treatment of acupuncture to see if it would help the numbness. If it doesn't, then consider surgery.

Needs further exam: The answer depends on many factors. If the surgery is recent, the nerve to the ring finger may just be inflamed or traumatized by the procedure and may return to normal over time. It is also possible that the nerve to that finger was accidentally damaged during surgery. 
The answer requires at least an examination and possible further testing to determine.

DEPENDS WHERE NUMB: If the numbness is toward the ring finger and little finger, then it is probably related to the surgery.  Grip weakness - involves that same nerve. That would be an issue to be further evaluated.  If the numbness is thumb + index + middle finger, it would not be related to the surgery.  Further evaluation is necessary (such as ruling out Carpel Tunnel Syndrome)
