Primary: nocturnal enuresis is not in the child's control.  If she has been doing this all her life and ha had a routine medical exam, you can rest assured she will eventually outgrow this developmental condition.  It is usually inherited but not always.  The most important thing you can do is not judge or be angry with her as it si completely out of her control.  Help her understand that as she gets older it will improve.  Some children have low levels of an hormone called arginine vasopressin which helps reabsorb urine form the kidney tubules and they benefit from treatment with this hormone

Diaper Dermatitis?: Is that rash or skin color change?  May be contact dermatitis from Irritation of stool or some yeast infection! I advise, just make a trip to her pediatrician to have a look and advise.

Could be stool...: You probably do not have to worry about any infection.  Your infant daughter is most likely sociable, happy and feeding well without fever, vomiting or fussiness.  No rash over the genital area too...I would rinse the area and replace with a clean diaper and monitor this phenomena over time. Mucusy discharge is possible from the vagina-not green.

Different rashes: There are two broad categories of diaper rash - infections and irritative. The infections can include yeast or bacterial. Irritation rashes are usually due to urine or stool contents irritating the skin. It's hard to tell without looking at the rash which it is, and the treatment varies greatly depending on what the cause is. If this keeps coming and going, its time for your pediatrician to peek!

Vaginitis or UTI: Your baby might have had a mild vaginal discharge. However she may have had a UTI from streptococci or staphylococci. These don't necessarily test positive on a urine test-strip which tests for nitrite, which is produced by the common gram negative bacilli which originate in the intestinal tract. This can be confirmed by urine culture of catheterized or supra-pubic tap specimen.

Location: If this corresponds to the fold of the groin it is likely a lymph note. These are small structures that sift through body serum & clean out debris before the serum is returned to the circulation. There are many located throughout the body & those in the fold of the groin will often be noticed as pea to peanut sized, rubbery bumps that seem attached.They are a normal finding.

Baby diaper: Diapers are fine to use. Once dirty wipe her clean and then use a clean diaper. No problems.

Common issue: By 4yo 80-95% of kids are dry day & night but some are not even at 6 or later. The ability to stay dry depends both on nervous system maturity and willingness to do the work.Chronic constipation often impairs a kids ability to be dry & scheduled voids may hold them back rather than encourage success. I give kids freedom to decide when to go & offer to help if needed. Your doc can help.

If : If in fact the girl in question was given an overdose of morphine at the hospital that caused  her to fall into a coma, then it would be documented in her medical record, and the facts will speak for themselves. 
As far as the parents not getting information; this should not be tolerated. They can request to speak to a social worker or patient advocate. If they dont speak english then they will be accomodated. They should not stand silent. They have a right to know what is going on with their daughter regardless of their citizenship.

It might be: A bladder infection, or something even more serious.  Have her doctor check her urine.
