Recession can be caused by gum disease, malocclusion, overly aggressive brushing, and many other reasons.  Get help of specialist.

Orthodontics: find another dentist/orthodontist. he should have noticed the short roots BEFORE treatment. you may be able to move your teeth to finish the treatment  with one of the invisible tray systems which stabilize the teeth as they are moved. It may take longer than regular braces but would cause less harm to the roots of the teeth.

No unfortunately: Root blunting  is a common side effect of long term orthodontic  care.  If the teeth have tighten up after the braces came off then it may not be a long term issue.

I would take extra care to avoid periodontal disease as the total length of the root is now shorter and if bone loss starts then the stability of the teeth are more easily compromised.

If it is in the root tips, see your dentist, you need to have an x-ray to rule out possible periodontal or tooth abscesses.
