one day ago, i noticed burning skin sensation right below my buttock on thigh. i took off my jeans and pain dissipated within an hour. problem returned today but better now that pants are off. some hip stiffness and quad pain occasionally. ?

Skin burning : More details are needed to understand this well, which is best done with an in-person examination. Trying to piece things together I wonder if you have an inflamed nerve in the back from L4.

A good physical exam and discussion about contributing factors will be important for your physician to help figure this out. Ie was there a specific injury, what positions or activities help or hurt?

Med administration: Most drugs injected into the buttocks are intramuscular injections. The gluteal muscles provide large, easy targets for healthcare professionals. 
A common side effect of im injections is muscle soreness, which would not impose on daily activity as much as other large muscle groups. 
The buttocks is also less vascular than many other locations, making it an ideal site for intramuscular injection.

L4 radiculitis: You are describing the L4 dermatome.  If this is occurring on one side, it is likely from a disc injury affecting the L4 nerve root.  If on both sides, may be from acquired spinal stenosis such as from a spondylolisthesis. 
Iliotibial band syndrome would be another consideration. 
Most importantly, if there are neurological issues (ie weakness, bladder control probs) then this needs urgent eval.
