Synovitis heel cord: At age 27, i wouldn't think that this would be arthritis.  I would suspect a gait change that causes overuse with inflammation, synovitis in the toe and fasciitis in the heel.  The usual culprit is a tight calf.  Without an exam, i would recommend calf stretching, .

Vague: Does this occur after activity or just on its own?  Have you had any type of injury to your back.  Is there any hint of what is called "foot drop," where you can lower the foot, but have a hard time raising?  If in doubt, see a Dr.

See a doctor: You may have a radiculopathy in your back, a compressed deep peroneal nerve, a small shoe, the beginings of neuropathy from something i.E diabetes (idiopathic neuropathy in 50% of cases).

Compression: May be different reasons causing this, shoe gear is the most common at your age and gender without any medical history.  Sometimes the nerves going to your great toe are compressed by your choice in shoe gear (high heels, tight straps, etc), this could like to your numbing pain to your great toe.  There are other causes, but this is the most likely without other medical history.

is it normal for the outer tip of my big toe to tingle pretty intensely for a few hours then cause a numb-like feeling, almost like a pins and needles, but only when i touch it, for a few weeks? my other toe isnt like this. what could cause it?

Toe pain: Do you have anything else other than the pain? It is not clear from your post as to why silver nitrate was used. It's not used for pain. You do need an exam of your toe because without it, it's essentially impossible to arrive to a correct diagnosis.

i wore ballet flats 2 days ago that were too tight. i noticed that night my big toe felt numb. now i have pins & needles soles of feet.  concern?

Not right now.: Ill fitting shoes can give you acute symptoms like this in your feet, especially if you were active on your feet. If your pains persist beyond a week or two, you may wish to be seen by your doctor.

Pins and needles are a sign of the poor circulation because is on the tip of the toe and it's the winter. You're likely not losing your toe but it's important to prevent trouble.
