No.: There are characteristic hallmarks of hiv, but "itchy rash" is not one of them. Most common causes would be virus, drug reaction, and allergy to something you came in contact with or ingested. Let a dermatologist evaluate you and tell you for sure.

i have developed some small to medium sized red bumps on the inside of my arms and thighs and on my back is a flat bumpy patch  not red .hiv rash ?

Get tested: If you think you may have been exposed to HIV, take a HIV nucleic acid test. If the result is negative, repeat the test in 6 months. If it is negative then, you would be free of HIV. The red bumps warrant an examination to diagnose.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

i have negative hiv rapid 3rd gen (91 day after exposure),and negative vdrl & tpha (117day) , but i have some rash not itch or hurt on leg, hand, and thigh. 2 month before do the test im consume dexamethasone 0.5 mg 2x7 day, am i need retest?

: HIV test results always overrule symptoms. You do not have HIV, repeat testing not needed. See doctor if your symptoms continue or you otherwise remain concerned.

have shingles and have been getting rashes on my leg, pubic area, face, mouth why would my doc want a hiv test, i am offended by this i have shingles ?

Don't be offended: Be safe, get checked.  That is a large number of places to have shingles erupt all at the same time.  Your physician is doing his due diligence and making sure there is nothing wrong with your immune system. HIV is common and can be crossed off his list for possible reasons this is occurring to you.  Be well, don't be offended, sounds like you have a good doctor!

Depends on the rash: The rash associated with acute HIV (red flat rash over trunk ; sometimes face) occurs in 50% and is very transient.  Kaposi sarcoma lesions tend to stick around a long time with or without treatment.  Eosinophilic (allergic) dermatitis assoc w/hiv tends to stick around w/o therapy ; fungal infections do the same.  There are some specific rashes to late stage HIV which also stick around a long time.
