Dentist/Oral Surgeon: Do you really want to do it yourself?  Assuming the abscess is ready to drain, you need dependent drainage, ie where gravity will allow the pus to continue to drain out of the abscess.  Open (incise) the abscess at this point and keep it open.

Scalpel by denitsr: The method of draining an abscess depends greatly on the location of the abscess.   Some can not be reached to drain.   Typically,  an oral surgeon or a general dentist can drain near surface abscess with a scalpel and place a drain to ensure  it drains completely.    I would not attempt to do it yourself since there are anatomical considerations  that make may make that dangerous.

Varies : The cost depends upon the degree of your abcess.  Some abcesses can be drained in the dental office for less than $100 depending upon dental prices in the area where you live.  An advanced dental abcess may require a hospital visit.  You need to call a couple of dental offices in your area to get idea. Dental abcesses can be deadly - please seek care quickly.

Maybe: The abscess formed because an infection inside the tooth drained out into the jaw and then through the gum. You must get rid of the original infection before you can get rid of the abscess. A properly done root canal or a tooth extraction are the only two ways to accomplish this. If advanced gum disease is also present then the tooth usually must be removed.

Yes: It can take a while before softening up, few weeks sometimes. 
If you feel unwell or have fever otherwise, this might indicate presence of infection still and you might need to check it out
