: I would get the app Cronometer and enter what you eat and what you burn with exercise.  Then increase your calories by following the DASH eating plan and set calories so you will gain weight.  Your weight = calories eaten/drank-calories. Eat more than you burn and weight goes up.  A healthy BMI is about 25. Calculate that and work towards your goal.

You probably can't: Sorry to bear bad news, but if you are an 17 year old woman there is likely no way to increase your height. Height increases from the growth plates in bones and they usually close 2-3 years after puberty. After this no growth is possible. Most women stop growing by age 16. At this point you need to learn to accept your height (or try platform shoes- please stay away from high heels!).

What imbalance?: If you are speaking about an imbalance of estrogen and progesterone, then you would want to treat that with estrogen and Progesterone (typically in form of birth control pill).  Make sure at normal weight (not too heavy/thin), and no problem with thyroid or vonwillebrand.  Food and diet are not going to affect pituitary which regulates ovarian production of hormones that control menstrual cycle.

Impossible: I'm sorry to tell you that this is impossible. Bone growth occurs at a part of the bone called the growth plate (near the ends of the bones). The growth plates "close" (basically disappear) in men between the ages of 18-21. After that there is no way to grow taller.
Height is mostly genetic but there are measures that might have increased growth a bit if tried when younger but you're fully grown.

No fried food: Lose the soda, fast food, sugar.  Walk 10 mins and increase it by 5 minutes per day till 30.  Bake, grill, and eat fruits and vegetables in between meals. Eat with a teaspoon, in a bowl not a plate.  Exercise and eat together to encourage them.

In brief, provide whole, unprocessed foods.  Eliminate fast foods and most sugar.  Lead by example.  Exercise together - have fun moving.  Teach her that food is primarily to satisfy hunger, not to turn to when bored, angry, tired or sad.
