GI: you must see a GI specialist for definitive diagnosis and you may require colonoscopy for a definitive diagnosis. I recommend only using an osmotic laxative like MiraLax powder, consuming 8-10 glasses of water or electrolyte fluids fresh fruits and vegetables.

Increase Fiber: This sounds terrible for you. Chronic constipation can result in anal pain and spasm.  Ideally, increasing your fiber by eating a lot of vegetobles -- I recommend a pound per day -- will soothe your constipation and provide your daily dose of fiber.  With a normal colonoscopy, often we have to circle back to lifestyle modification to help. Also try 4 prunes a day. Very effective for constipation.

Impacted?: Check to see if you are impacted(inserting your finger you will feel a hard "brick" of stool). IF you are impacted use Fleets Oil Retention Enema to help break up the stool. Stool leakage and: anal pain are NOT normal.  Internal piles (hemorrhoids) can result from straining due to severe constipation but aren't visible on routine exam.  Rectal prolapse could cause your symptoms but should be obvious on physical exam. The constipation itself can cause rectal pain and stool leakage. Anal fisssure: Anal  fissure is a small tear in  the lining of anus causes severe pain and some bright red bleeding during and after bowel movements.
In most cases the tear heals in 4-6 weeks on its own.
If it persists despite RX may require surgery.
Other Rx
Keep stools soft
Increase Fiber 25-35 gms/day
Plenty of fluids
Sometimes may need to add NTG gel, Nifedepine gel , and topical lidocaine

Anal fissure: Burning pain during defecation often anal fissure, tear in lining.  Treat like hemorrhoids. Sitz baths, wet wipes, avoid constipation, spicy foods, soothing lotion, suppositories. 
Check with your doc, gi, or colorectal surgeon re: details, especially if bleeding, fever.

Infection: specifically a rectal abscess will have to be ruled out. That is a serious medical condition that needs immediate medical attention. Would suggest either Urgent Care/ ER versus your physician if available for a rectal exam and further management based on findings.
