Depends: Laws differ in different places, but where I am a person can not be forcibly hospitalized unless they present an imminent danger to themselves or others.  People are not hospitalized, nor should they be, for throwing themselves on the floor, kicking and screaming, which is usually what is meant by "temper tantrum."  people who have self control issues might benefit from counselling.

Not necessarily:  She must meet admission criteria for the facility and insurance company decides if they  will pay for it.  If her bulimia is mild she may not meet admission criteria unless she has serious co-occurring medical or psychiatric issues.  Take care.

Underlying problem?: The autistic spectrum should be excluded. Speech development may be slow, or initially normal but then regress.  Does she have any self-stimulation behaviors like moving fingers in front of the face or hand-flapping? Put books or blocks on the floor in a line? Avoid eye contact?  Understand what pointing means? Very limited diet, only one food at a time? social interaction?  More clumsy than usual?

Child psychiatrist: I'm sorry to hear of your daughter's difficulties.  You can make sure she receives needed treatment from an experienced child psychiatrist and probably also a child psychologist.  I'm not sure how she has been traumatized, but you can make sure she is safe from further harm.  You can love her and be present with her, no matter what.  Ask her therapist ; psychiatrist about specifics. Be well.

my 13year old daughter was sick with fever and vomiting. that's done but her face feels numb. can violent vomiting cause that?

Not likely: 1. Face numbness after an acute infectious illness needs to be investigated.  
2. She should see her pediatrician and she needs to be watched.  
3. Sometimes a bell's palsy might develop after a viral infection. This is a numbness and paralysis of the facial nerve on one side.  

If this persists, please see your pediatrician.

my 12 year old deaf daughter has recently experienced twitching in her right arm and her behavior has become uncontrollable resulting in violent meltdowns. she had epilepsy as a baby but grew out of it. she is also rubbing her eyes repeatedly .

EEG/MRI: Your daughter had a history of epilepsy and this may represent a recurrence or a new onset of a muscle disorder. It is imperative that she be evaluated by a Pediatric Neurologist. Her eyes should be examined, and please rinse her eyes in saline or lukewarm water to remove any possible irritants such as dust.
If she has a history of allergies, please provide one dose of a children's antihistamine.

Stay close to her: A tragedy like this can lead to severe depression. Support now in her grief can prevent that. Were there signs of this happening? Often there are, but at times no clues are given. In either situation your daughter should know that she is not to blame for his suicide. That is a burden no one should carry. Love her and encourage her to get professional help if any signs of severe depression occur.
