Circulation: Without a prior history of trauma to case bruising, my first thought would be poor circulation. As tissues receive less oxygenated blood, they turn blue and dusky. This needs to be checked promptly. See a podiatrist for an examination. If findings warrant, they will order circulation testing and possibly even refer you to a vascular surgeon.

No: Unfortunately, there isn't anything that can be done besides avoiding tight footwear (more for comfort reasons).  I would recommend seeing and speaking with a podiatrist about this.

A clean up procedure: Cheilectomies are "Clean-up" procedures to help relieve some of the signs and symptoms of an arthritic joint, while still preserving the joint.   Not quite sure why the toe is out of alignment.   The alternative to a cheilectomy is an implant.  These are much improved over the  past few years and are quite similar to a knee or hip titanium appliance.

Pumice stone : Soke it and then  file off the callus with a pumice stone. After that use moleskin to protect the area from forming a new callus.

Yes: A bump on the top of the big toe joint develops with jamming of that joint and formation of spurring. This can be caused by trauma or elevation of the metatarsal bone. Early treatment consists of steroid injections and custom inserts to improve joint function. As it advances, surgery may be needed to restore joint function, insert a joint implant or even fuse the joint to stop painful motion.

Need exam : This problem is very nondescript. White area usually denote lack of circulation. However the description does not denote this. Different arteries would be needed to have a whiteish area on bottom of foot.  You can try soaking in warm water to see if this brings color back to area inn question. For such a young person this is unlikely. However if continues seek medical help.

Fungal nail: Most likely a fungal infection.  If the black color is under the nail it's probably blood.  Either way I would see your doctor soon.

Hallux valgus: The term for the big toe leaning toward the second is hallux valgus. While this is often accompanied by a boney prominence on the inner aspect of the joint (bunion), it isn't mandatory. Early treatment can include splinting of the toe or orthotics. If pain arises, surgery is often recommended.

i hurt my back n doctor gave me meds but notice my left big toe is gettin numb n turning white off n on! last abt 15-30mins could it be pitched nerve?

Yes: Yes, it could be. Let your doctor know about the toe numbness. A emg/ncv and/or some low back imaging is likely needed.
