Epididymitis : This sounds like epididymitis. Engorgement and swelling of the epididymis is common. It leaves some enlargement as you describe and can be quite tender. Please check with your doctor for an examination to rule out anything more serious.

so i have a lump slightly over my left testicle. i isn't that big, and is most noticable when i'm standing up. i doesn't hurt anything. and when i touch it, it feels like a bag of strings, is it dangerous?

The "bag of strings": comment suggests what you are feeling, I believe.  The epididymis is a coiled tube at the back of the testicle that stores and carries sperm. Depending on location and position, it can be felt. It can become infected, including by sexually transmitted infections, when it is then swollen and tender.  From your description, I believe you are feeling a normal structure. Stay well:)

i have a very slight discomfort(a very stableone) in my right testicle.
i cant find any lumps
but the very top of the testicle where the big vein like thing is felt,after examining touching it for sometime,it also began to give a discomfort at touch?

: Once the epididymis gets any degree of inflammation it doesn't like to get messed with and can become a source of chronic tenderness. To be sure that this applies to you and your symptom,  it would be advisable to consult a urologist for evaluation and advice.

Sure, why not?: There is no way a distant expert can answer this. It depends on direct exam. Ask one or both urologists. If they recommend ultrasound, do it. It's quick, painless, and should give the answer you need.

Always possible but: A guy in his early 20's is not likely to have cancer in a testicle, but testis soreness should not be ignored. Thus, his doctor should closely examine both testes and scrotum. An appendix of a testicle (a small lump near a testicle) might be that small, mobile lump on the testicle. No lump growth in 8 years since age 13 makes it benign, not cancerous... unless it were to suddenly start changing.

Urologist: This symptom is concerning and should be evaluated by a urologist. He will carefully palpate the testicles and order an ultrasound which is usually quite helpful in ruling in or out a testicular malignancy.
