There is a lot of research being done on stem cell transplants and electrocortical activation of prosthetics. We anxiously await their progress.

Rarely: Bell's palsy can often take a long time to resolve, and rarely can have permanent effects. In very rare cases, symptoms can be caused by a tumor, but you should consult an ENT doctor for this.

7th nerve: Bells Palsy is usually caused by a virus.  Since you just had a craniotomy and your nerve was originally working most likely it is a temporary scenario caused by acute swelling surrounding the nerve.

See doc: You need to consult your doc or neurologist.  Bell palsy(7th nerve) can be from an old herpes infection, trauma, compression or inflammation.   Vertigo can be from ear or vestibular (brain).  Synkinesis is the result from miswiring of nerves after trauma which is common after bells palsy.  If your bell palsy and vertigo were resolved and just developing synkinesis then it may not be tumor.

what cranial nerve is supposed to be involved with "crutch paralysis" or "wrist drop"?

This is associated: With a brachial plexus injury, not a cranial nerve injury. This is usually associated with the posterior cord in the brachial plexus or radial nerve downstream, occasionally a c7/8 nerve lesion can cause this but the wrist drop is not usually as isolated.
