Can a disc herniation in the neck effect the 7th cranial nerve... bell's palsy? i was diagnosed with bell's palsy but the neck pain is much worse.

No: Cranial nerves are not connected to the neck vertebrae. You may have two separate issues and should consult with your doctor.

No: The facial nerve is the seventh of twelve paired cranial nerves. It emerges from the brainstem between the pons and the medulla and controls the muscles of facial expression, and functions in the conveyance of taste sensations from the anterior two-thirds of the tongue and oral cavity. It also supplies preganglionic parasympathetic fibers to several head and neck ganglia.Have your doctor check out.

No they are not : related conditions. The cranial nerves do not emerge from the neck or cervical region therefore a disc herniation could not compress or pinch one of them.

No: The cause of Bell's palsy is not clear. Most cases are thought to be caused by the herpes virus that causes cold sores. In most cases of Bell's palsy, the nerve that controls muscles on one side of the face is damaged by inflammation. Many health problems can cause weakness or paralysis of the face. If a specific reason cannot be found for the weakness, the condition is called Bell's palsy.
