No: Sleep apnea is not caused by hypertension but may trigger hypertension. The stress, arousals and decrease in oxygen that occur with obstructive sleep apnea may damage blood vessels and promote hypertension. Treatment of sleep apnea may help some patients who have hypertension that is otherwise difficult to control.

OSA and hypertension: The mechanisms underlying OSA and sleep apnea are reported to be closely linked. Patients with OSA tend to have high blood pressure that can be more easily controlled with treatment of OSA.
